IPAv4 has a HW limitation which causes GSI in order transactions
to not complete in order.
Need to ensure SW uses out of order transactions only.

Starting IPA 4.0 GSI channel needs to be started after RX buffers
are replenished. The reason is that pipe suspend was removed and
there is nothing keeping RX packets to be processed during buffer
replenish. This behavior causes a race condition between RX buffer
processing and replenish.
