Reduce the DTBO image size to compatible to kernel changes.

Rebase and add Patches such that it works for both kirkstone and scarthgap.
Mask recipe append files that do not have corresponding .bb file based on
LAYERSERIES_COMPAT_core check to prevent dangling bbappend error.

[Note]: 0001-cgroup-downgrade-warning-if-we-can-t-get-ID-off-cgro.patch is already mainlined on scarthgap, so it is removed from the SRC_URI list.
