This commit adds a comprehensive getting started guide for Visual Studio
Code (VSCode) to improve developer onboarding. It details the necessary
extensions, configurations, and steps to effectively use VSCode for
emulator development.

The changes include:
- A new README.MD file in the development directory with detailed instructions.
- Updates to the extensions.json and emu-dev.code-workspace files to optimize the development environment.
- Removal of redundant and outdated VSCode setup information from the main README.MD.
