Maintenance stuff includes:
- Merged in utils.sh into run_tests.sh
- Add in create_gf as a command for the usage output.
- Updated README.md with updated instructions.

Removed following files:
- Android.mk
- acloud.sh
- pip_requirements.txt
- regen_proto.sh
- setup.py
- utils.sh
