This reverts commit f874ab31.

Reason for revert: We don't need git for non-sandboxing
builds now. We don't need git at all unless for --config=release
builds.

For --config=release builds, --workspace_status_command runs
git commands ahead of time, so we don't need git in hermetic
builds.

Test: build with and without --config=release
