Draft: Switch from static mirror to download.opensuse.org

Christopher Obbard requested to merge wip/obbardc/no-mirror into master

Use download.opensuse.org with ?mirrorlist=off instead of hard-coding the GWDG mirror. This ensures packages are always pulled directly from the canonical OBS publisher rather than depending on a third-party mirror, which can lag behind or skip ISV repositories entirely.

This change guarantees fresh package availability and avoids sync issues we've seen with static mirrors.
