regulator_set_voltage() and the associated logic in
qcom_snps_hsphy_config_regulators() can be gotten rid of entirely.

This patch subtracts the logic around regulator_set_voltage(). A previous
commit set a floor on the regulator minimum voltage.

Setting regulator_set_load() in the init routine and
regulator_bulk_enable() in the PHY power on/off routine will accomplish the
same thing.
